Peer Review Policy

The University Forum Journal adopts a rigorous and well-defined peer review policy to ensure the quality, integrity, and reliability of the research it publishes. The peer review process is a cornerstone of maintaining the scientific credibility of published research and is conducted according to the following procedures:

1. Double-Blind Peer Review

The journal follows a double-blind peer review system, whereby the identities of authors are concealed from reviewers, and the identities of reviewers are concealed from authors. This policy is intended to ensure the highest standards of objectivity and fairness in the evaluation process, enabling reviewers to focus exclusively on the scientific quality of the manuscript without potential bias.

 

2. Plagiarism Screening

The journal places the utmost importance on originality and academic integrity. All submitted manuscripts are screened using Turnitin plagiarism detection software. Manuscripts with a similarity index exceeding 30% will be rejected.

3. Selection of Reviewers

The Editorial Board relies on a broad network of distinguished scholars and experts in the fields and disciplines covered by the journal, including both the humanities and applied sciences. Reviewers are selected based on their academic expertise, specialization relevant to the manuscript's subject matter, and scholarly record. The journal is committed to engaging highly qualified reviewers to ensure comprehensive and in-depth evaluations.

 

4. Evaluation Criteria

Reviewers assess manuscripts according to a set of rigorous criteria, including:

  • Originality and Scholarly Contribution: The extent to which the research presents novel insights and contributes to the advancement of knowledge.
  • Research Methodology: The clarity, appropriateness, and soundness of the methodology, research design, and application of research instruments.
  • Results and Discussion: The validity, coherence, and significance of the findings, as well as the depth and quality of the discussion and analysis.
  • Writing and Language Quality: Clarity of expression, linguistic accuracy, and adherence to academic writing standards.
  • Referencing and Citation: Accuracy and consistency in citing sources and references according to the journal’s prescribed citation style.
  • Similarity Index: Verification that the similarity percentage does not exceed 30% to ensure the originality of the work.

 

5. Confidentiality of the Review Process

All information related to the peer review process is treated with strict confidentiality. Reviewers are prohibited from disclosing any information concerning the manuscript or its contents to third parties and must treat all submitted materials as confidential documents until publication.

 

6. Editorial Decisions

Upon receiving the reviewers’ reports, the Editorial Board makes the final decision regarding publication. Decisions may include:

  • Acceptance without revisions.
  • Acceptance with minor revisions.
  • Acceptance subject to major revisions and resubmission for further review.
  • Rejection.

Authors are informed of the editorial decision and provided with anonymous reviewer reports to assist them in improving their manuscripts.

 

7. Review Timeline

The journal strives to complete the peer review process as efficiently as possible while maintaining high standards of evaluation, in recognition of researchers’ time and effort.

Peer Review Process:

1. Initial Submission Screening

Upon receipt of a manuscript, the Editorial Board conducts a preliminary assessment to verify its alignment with the journal’s aims and scope, compliance with basic editorial requirements, and absence of obvious plagiarism.

 

2. Assignment of Reviewers

If the manuscript successfully passes the initial screening, it is assigned to at least two expert reviewers whose academic specialization and expertise correspond to the subject area of the research.

3. Peer Review Evaluation

Reviewers evaluate the manuscript based on several key criteria, including:

  • Originality: Does the manuscript present new knowledge or an innovative perspective?
  • Significance: Does the topic have scientific, academic, or societal relevance?
  • Methodology: Is the methodology appropriate, rigorous, and suitable for achieving the research objectives?
  • Results and Discussion: Are the findings clearly presented, supported by evidence, and discussed in a coherent and insightful manner?
  • Language and Clarity: Is the manuscript written in clear, accurate, and scholarly language?
  • References: Are the cited references relevant, reliable, and up to date?

4. Reviewers’ Recommendations

Reviewers submit their recommendations to the Editorial Board, which may include:

  • Acceptance without revisions.
  • Acceptance with minor revisions.
  • Major revisions and resubmission for further review.
  • Rejection.

 

5. Final Decision

Based on the reviewers’ reports, the Editorial Board reaches a final decision regarding publication and communicates the outcome to the authors. Where revisions are required, authors are requested to address the reviewers’ comments and submit a revised version of the manuscript.

 

6. Author Notification

The review and response process generally takes approximately four to six weeks from the date of manuscript submission.
