Open Access Policy

The University Forum Journal considers the Open Access (OA) Policy a formal commitment aimed at ensuring unrestricted access to research outputs without financial, legal, or technical barriers. Accordingly, the Journal adopts and promotes this policy by providing researchers and readers with immediate, free, and unrestricted access to its published content, based on the principle that scientific knowledge should be freely available to the public through the Journal’s website.

Users are permitted to read, download, copy, distribute, and print published articles without prior permission from either the publisher or the author, provided that appropriate credit is given to the original author(s) and source. The Journal does not charge readers any fees to access or download its content, in accordance with the definition of open access established by the Budapest Open Access Initiative (BOAI).

1. Immediate and Free Availability

There are two principal routes to implementing open access:

Gold Open Access Route

Research articles are published directly in journals that adopt an open-access publishing model, making articles freely available immediately upon publication.

Green Open Access Route

Authors deposit a version of their work in an open-access digital repository, such as an institutional or subject-specific repository, thereby making it publicly accessible.

  • Remove barriers to scholarly research: Eliminating financial, legal, and technical obstacles to ensure free online access to research outputs for all users.

  • Expand the reach of knowledge: Greater accessibility allows a broader audience, both within and beyond academia, to benefit from research findings.
  • Comply with funding requirements: Many research funding agencies require or strongly encourage the dissemination of funded research through open-access channels.

Publishing in accordance with open-access policies demonstrates a genuine commitment to the requirements of funding agencies, academic institutions, and governmental bodies. Such compliance extends beyond fulfilling formal obligations; it reinforces transparency, broadens research impact, and supports the sustainability of scholarly communication.

2. Intellectual Property, Copyright, and Licensing

  • Authors retain full copyright ownership of their published works.
  • All articles published in the University Forum Journal are licensed under the Creative Commons Attribution 4.0 International License (CC BY 4.0). This license permits others to share, copy, distribute, adapt, and build upon the work for any purpose, provided that appropriate credit is given to the original source, a link to the license is provided, and any modifications made are clearly indicated.
  • Under this license, published works may be reproduced, displayed, distributed, modified, and reused, provided that proper attribution is given to the original author(s).

3. Content Archiving

The Journal is committed to ensuring the long-term preservation of published content and the continued accessibility of research outputs. This commitment is achieved through two complementary mechanisms:

  • Journal-based archiving: All published articles are preserved in digital format on secure servers maintained by the Journal.
  • External digital preservation: The Journal collaborates with digital repositories and initiatives that support open preservation and long-term archiving, ensuring that scholarly content remains accessible and preserved for future generations.

4. Publication Fees

The Journal may charge modest article processing and publication fees to cover the costs associated with managing the publication process, including peer review, editorial services, production, and hosting. Any applicable fees will be clearly announced on the Journal’s website prior to manuscript submission. Requests for fee waivers may be considered in exceptional circumstances.

5. Journal Commitment

The Journal is committed to:

  • Regularly updating archival records and metadata.
  • Ensuring persistent access to scholarly content through the assignment and maintenance of Digital Object Identifiers (DOIs).
